Water in the basement is three trades, and the order matters

Most people call a plumber and stop there. After a storm in Virginia, the first call is usually not the plumber, and the first action is not a phone call at all.

This is a fall job, and it is fall now. The timing below applies this year.

Central Virginia has had repeated flash flooding and outages this season, and in a flooded basement the pattern is always the same. The homeowner calls a plumber, feels like the situation is handled, and it is handled about halfway.

Water on a basement floor is not one job. It is usually three, and the order matters more than the speed.

First, before any phone call

Cut power to the basement at the panel. Not the switch on the wall, the breaker.

Outlets sit about eleven inches off the floor in most houses, which means water reaches them before it reaches almost anything else. Once it does, the water is energized and the floor is a conductor. This is the part people get wrong because the lights still work and nothing looks dangerous.

If the panel itself is in the basement and reaching it means standing in water, do not. That is the one call that comes before everything else: the utility or an electrician. No possession down there is worth the alternative, and this is the one place in this article where there is no judgment call to make.

The safety line the National Weather Service repeats about moving water applies indoors too. Six inches moves a person, you cannot see what is under it, and a basement floor has steps, tools and open drains.

Then, three trades and an order

1. Stop the water coming in. This is drainage, not plumbing, and confusing the two is what sends people to the wrong trade first.

Where is it entering? A foundation crack, a window well, a floor drain backing up, or a sump pump that stopped. A backing floor drain is a plumber. A window well filling because a downspout ends at the wall is a forty dollar fix outside with a length of extension pipe. Same puddle, completely different call.

2. Electrical, before anything goes back on. Outlets, circuits and any equipment that got wet need looking at before power is restored. This is the step people skip, because by then the water is gone and the lights work.

What fails is not usually dramatic and not usually immediate. Water leaves minerals in a receptacle, corrosion builds over weeks, resistance rises, and the connection heats. The fire, when there is one, is in February and nobody connects it to the flood in September.

3. The mechanical equipment that lives down there. In most Virginia basements that means the water heater and the furnace or air handler.

Equipment that sat in water does not always fail immediately either. Gas control valves and circuit boards corrode slowly. A water heater that got its burner assembly wet can run all autumn and quit on the coldest night of the year, which is exactly when nobody is available.

What is usually not included in the first quote you get: the drywall, the insulation, and the flooring. Wet insulation does not dry inside a wall, it holds water against the framing. If it was soaked, it comes out, and that is a separate quote worth getting early rather than late.

Not all water is the same water

This is worth knowing before you start moving things yourself, because it changes what can be saved.

Clean water from a burst supply pipe is the best case, and there is a real clock on it: the EPA says that if wet materials are dried within 24 to 48 hours, in most cases mold will not grow. After that the conversation changes, and it stops being about drying and starts being about replacing.

Grey water from a washing machine or a dishwasher is dirty but not dangerous.

Water that came up through a floor drain, or in from outside during a storm, is the one to treat carefully. It has been in the street and in the sewer system. Anything porous it touched, carpet, padding, cardboard, insulation, drywall below the water line, does not get cleaned. It gets removed.

That is the line most people cross without knowing it, spending a weekend drying a carpet that was never going to be safe.

The cheap version happens before the storm

Everything above is the expensive path. This is the other one, and none of it is a big job:

Clean the gutters and extend the downspouts. Water dumped at the foundation is the single most common cause of what fills a basement. An extension that carries it six feet from the wall costs less than dinner.

Test the sump pump before you need it. Pour a bucket into the pit. If it does not start, you found out on a dry day for the price of five minutes. Most sump pumps last about ten years and they fail silently, so the day you discover it is otherwise the day it mattered.

Check the discharge line is not blocked or frozen. A pump that runs and cannot push water anywhere is a pump that is not working, and it will burn itself out trying.

Look at the grade. Ground that slopes toward the house sends water to the wall. This is a landscaping job and it is cheaper than a wet basement, once.

"Do I need a backup pump?" If your basement is finished, or if you lose power in storms, probably yes, because the storm that floods you is often the storm that cuts your power, and a sump pump without power is an ornament. If the basement is unfinished storage and you have never had water, that is a real answer too.
